Audacity 1.2.x is now obsolete. Please use the current Audacity 2.1.x version.

Mac 0S X 10.3 and earlier are no longer supported but you can download legacy versions of Audacity for those systems HERE.

Edit -> Preferences -> File Formats

There's a drop down list to selct the default bit rate for mp3's.

(Note that in Audacity v.1.3.x it is different, and is selected when you export)

This is the "Audacity Stable (1.2.x) ‹ Mac OS X" board, so I assumed you had v.1.2.x - silly me :D

So for 1.3.x, when you are ready to export your audio, click on "File ->Export..."
On the dialogue window that opens there are three buttons - "Save" , "Cancel" and "Options"
and a drop down list to select the format.

Select "MP3 Files" from the drop down list.
Then Click on "Options".
