If you use Ctrl+A to select all, then change the speed or tempo, the labels should move with the audio.
I've just tested this on Audacity 1.3.11 and it's working here. I've not got 1.3.10 installed at the moment so I can't test that.

Sorry about that, there was a bit of a glitch on the system as I was rearranging it - for some reason there were multiple copies of your last post and when I deleted one of them the system deleted all of them.
My first reply was very brief because I was making a couple of changes so that you would not completely loose your posts.

I don't think you can do it on Audacity 1.2

A couple of things to note:
1) For this to work, the label track must not be at the top.
2) Audacity 1.3 can open projects created by Audacity 1.2, but a project that has been saved from 1.3 cannot be opened in 1.2
