Downloading audacity documentaiton
I have tried to download the audacity documentation to learn about how to use commands. The help menu does provide enough information. For instance how do you time shift a track wthout dragging it one screen at a time. I recieved an error message that the documentation page was not available on sourceforge.

In my opinion, the documentation for Audacity is not the best (coincidentally I'm supposed to help write it...). But lots of help can be found by googling "audacity tutorials" or by going to youtube.com and searching for audacity tutorials.
As for the time shift question, I think you'll want to zoom out to shift your track into the general area it needs to be, and then start zooming in to get it placed more precisely. The multi-tool will help you work faster, but it does take some getting used to.
