After finishing a project last night I saved the file and the data and closed Audacity. This morning when I go to open audacity the only thing that appears on my desktop is the level meters. I can't get the full Audacity desktop to open. Can anyone help?

Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.
The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

I don't think Audacity meters will open without the main program. Is the program hiding off the screen? Windows has a setting where you tell it to auto arrange the stuff on your desktop. If you temporarily enable that, all the windows should become visible.
Did you launch from a desktop shortcut? Try going into Start > Programs and launch it from there.
Are you overloading your hard drive? Sudden Computer Insanity can be caused by the computer running out of space to put things. How you inspect that depends on which Windows you have.

Oh, and next time Export As WAV instead of or in addition to Saving a Project. You can back up a WAV file into a thumb drive for safekeeping. That's harder to do with Projects.
