BUG - Effects missing in 1.3.9 (Unicode)

I just downloaded the latest (8 Meg) 1.3.9 Unicode for Windows Audacity and it only shows six effects, Fade In, Fade Out, Leveller, Noise Removal, Normalize and Truncate Silence. I thought maybe remnants of older versions might be causing trouble, so I uninstalled and deleted all previous versions, and then re-installed. No change. Any help would be appreciated. Thanks!!

Edit menu > Preferences > Interface tab.
Un-tick "Clean Speech Mode".
