hi, all
I need to load a wav file and save it with special parameters,e.g. FormatType:PCM, SampleRate:11.025Hz, Mono, 8bit.

Can audacity do this in command line?

No, Audacity does virtually nothing from the command line apart from open.
Perhaps SOX will do what you want. http://sox.sourceforge.net/
