Recording plays back 1/2 step higher

This is a problem that shows up in Audacity but may actually be a soundcard problem. I'm asking about it on this forum because of the depth of expertise here in hopes that someone might have a solution.

If I sing a pitch and record it, it plays back just about one half step higher than I recorded it. This happens in Audacity, Nero Wave edit, and Gram. I know how to record and vary the pitch within Audacity and, none of the options which would change the pitch are triggered during this recording and playback.

This leads me to believe that it's a problem with the soundcard. Do any of you know what could be going wrong, it's driving me crazy.

If the sound card can't keep up, or worse is misadjusted or broken, it may record a live performance slow. Later, when you play it back, this show appears as fast or high pitch.

Note in all the postings on the board, nobody ever complains about playback too slow. It's always a slow, old, or broken computer that can't keep up on the record side.

Live Capture puts strains on the computer like nothing else. Producing a really big Excel spreadsheet or Photoshop picture just means you have to wait a second while the computer thinks about it. No thinking here. If the computer isn't listening at the exact same speed you're singing, you have no show.

The patching tools for this, Effect > Change Pitch or Change Tempo are never satisfactory. You really need to fix the machine.
