I have just downloaded and installed Audacity version 3.0.2 and get the above error message when I open Audacity. I have uninstalled and re-installed, re-booting in between, to no avail. The error log is:

I have no idea how to get Audacity working correctly. Please Help.

Does the folder "C:\Users\STEVEN~1\AppData\Local\Temp\audacity_temp\" exist?
If it does exist, are you able to write to it? (Can you create a new file there?)
Do you know what format drive C:\ is? (The default for Windows 10 is "NTFS").

There is no such user as STEVEN-1, so the folder cannot exist. There is a user stevenlane, the folder C:\Users\stevenlane\Local\Temp\audacity_temp does exist and it can be written to. This is a standard Windows 10 drive, so will be NTFS
One thought is that I had a previous version of Audacity installed, version 2 .something, which I uninstalled before installing the current version. I had not used it for many years

Can you try this:
- Launch Audacity (ignore / dismiss any warnings)
- "Tools menu > Reset Configuration"
- Wait a few moments
- "File menu > Exit"
