Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

I upgraded from 1.3.7 to 1.3.8 on a Vista machine in the last couple of hours successfully.

Here is my sequence:

Use Windows control panel to uninstall 1.3.7

The Audacity folder in C Program files was left behind, but most of its contents were gone. All that was left in that folder was a notch filter I had added to 1.3.7 that is not formally part of it. And I think lame_enc.dll was left behind.

I moved the notch filter and lame_enc.dll to a temp directory and installed 1.3.8.

After the install, I copied the notch filter back to the plugins directory of the new installation, and I copied lame_enc.dll back into the Audacity folder of the new installation.

You might uninstall again and inspect what is left behind, move that stuff to a temp directory, reinstall, and if necessary copy that stuff back.
