and the exact three-section version number of Audacity from "Help menu > About Audacity".

Which Audacity are you using? Chains are called Macros now. It should be possible to write a Macro on one machine and have it work on another. What happens if you try? Are you trying to send a Macro to someone else? Write a simple one and see if it works.
Start > Reduce volume by half > Stop.

I can think of one condition that wouldn't work. Audacity on Macs includes built-in "AU Effects" not available in Windows. If you call one of those in a Macro, then no, that's not going to work. You do have to pay attention.
