Audacity level in Volume Mixer resets

and the exact three-section version number of Audacity from "Help menu > About Audacity".

Audacity level in Volume Mixer resets
I'm using Audacity 2.2.2. I'm able to lower the volume of Audacity in the Windows volume mixer, but when I close Audacity and reopen it, the volume always resets to whatever level that the system volume is on. I've tried lowering the Playback Volume slider in Audacity, but it just controls the system volume and not the individual volume level of Audacity. Is there a way to permanently have Audacity at a separate volume independent from the system volume?
