The problem is because you are using an old version of Windows that does not have a sufficiently new version of Visual C++.
You can get the required update direct from Microsoft here: https://www.microsoft.com/en-ie/downloa ... x?id=48145

To import audio from VOB files, you need to install FFmpeg for Audacity, in addition to a working installation of Audacity.
Do the Windows update first, and ensure that Audacity 2.3.0 runs correctly. Then, carefully follow the instructions here to install FFmpeg for Audacity. To avoid problems when installing FFmpeg, take care to follow the instructions to the letter: https://manual.audacityteam.org/man/ins ... html#winff

Be cautious of video tutorials on YouTube. They are usually out of date, and are frequently inaccurate and/or misleading. For up to date information, refer to the manual: https://manual.audacityteam.org/ (The manual is also included in the Audacity for Windows "installer" version.)
