Is there a plan / way / option to have an Audacity recorder that is web based so people can record anywhere not just where the software is installed?

Probably not. Audacity works in ultra-high quality 32-bit float format - that’s over 300 kB/s constant data, which current Internet technology can’t handle without a lot of buffering. Buffering means latency, and the necessary amount of buffering would make the whole thing highly unresponsive.
If you want an on-line application, “Soundtrap” is probably your best bet (requires Chrome browser).
