This is my first post here so, I apologize if this has been covered before.
I am wondering if it is possible to get the effect at “0:10-0:42” (https://www.youtube.com/watch?v=HBB37gsHJmQ) on someone’s voice (or something close to it) with Audacity 3.1 (the newest version)???

I think you can do something like that with the Vocoder tool.

Basically it causes two different sounds to modulate or change each other. It can give you that mechanical “almost voice but not quite” sound.
