Is it possible to create a smooth transition between two identical sounding clips with different EQ settings, like quite a lot of the pop songs e.g. The beginning of Closer by The Chainsmokers? Or maybe a similar effect?

Filter Fade plugin will do that.

You'll probably have to use compression and/or envelope tools after FilterFade to maintain something approaching equal-loudness
