Looking to Create Custom Noise - ... how?

If you go to the second page of this pdf:
http://cambridgesound.com/wp-content/up ... -Noise.pdf you will find a sound graph. I want to create the "speech" sound on that graph. Is there a tool Audacity has that allows me to do this? I saw that if I click Generate-->Noise I have the option of white noise, brown noise, pink noise, but I don't see anywhere where I can customize the noise.
If I can't do this in Audacity, is there some other software that allows me to create custom noise?

You could generate white noise and then "shape" the frequency content any way you like using the Equalization effect:

To check the frequency content of the filtered noise, use "Plot Spectrum":
http://manual.audacityteam.org/o/man/plot_spectrum.html
You will probably want to set the "Axis" in Plot Spectrum to "logarithmic".

I used Steve's "SpectrumToEqCurve" experimental-plugin to analyse an actor speaking ...

Then applied that EQ curve to white-noise to create speech-noise ...
