"Technically" it's not a straightforward change, but I doubt it is "impossible".

We seem to have a regression here in 2.1.2 and worse in 2.1.3

In 2.1.2 I get no tooltips for Stop and Skip to End

In 2.1.3 alpha both those are still missing plus no tooltip for Play

I'm getting them here.
Do you still have the problem after shutting down and restarting?

The tooltips are context-dependent. If Stop is not active there is no tooltip.

That's not very helpful for someone that wants to explore before using Audacity to Play or Record then.

I don't get any tooltips on the Macbook Pro - not for the buttons even when in-context - nor for any of the toolbars.

Actually that seems to be a regression on 2.1.1 on Windows (but not Linux or Mac). On Mac I've found that occasionally there will be no tooltips, but usually the tooltips are there for the buttons that are active. View > Toolbars > Reset Toolbars brings all the tooltips back for me on Mac, whether the buttons are active or not. Reset Toolbars does not enable inactive buttons on Windows.

Can you try the toolbars reset on Mac, Peter?

So I agree we should show tooltips whether the button is active or not.
