The ones that David changed were the most important in that they were most likely to be used repetitively.

Personally I think that we have far too many accelerators defined by default, but now that we have them we cannot easily remove them without someone complaining. I would much rather that we had more user assignable commands and less assigned by default. Having so many defaults makes it difficult to find memorable key combinations without overwriting existing ones. It is (thankfully) much easier to set and change key bindings than in early versions of Audacity, but I'd not complain if it were made still easier and more convenient. The only important key bindings are those that the user uses (and that is usually just a small fraction of those that we define by default).
I wouldn't expect key bindings for sample rate to be useful to many, but splitting and joining stereo tracks could be useful to some while we do not have a way to record 2 mono tracks at the same time. Being able to record 2 mono tracks might be more useful.
