The whole point is that you *cannot* use Amplify to bring multiple tracks to the same level, unless you are going to process the tracks one at a time.
I agree that if Normalize has two decimal places of accuracy you could argue that the Normalize control in Bass and Treble should do too. I've no problem with doing that if both effects have one trailing zero.

i use the NORMALISE effect quite a lot,but i never mess with the tracks seperatley as this is how they were mastered originally....mickthefish

It seems, 2 signs after decimal comma are available (2.1.2 alpha 27.07), my great thanks!

when using Amplify it pays to check through your file to make sure there are no large spikes,as you will be denied a setting if there out of the spectograph window.i always use the click function first,but some need removing manually.--mickthefish.

Tht depends on your equipment providing the input signal to Audacity (record deck/tape deck/FM tuner etc plus amps and cables) delivering a balanced stereo pair. In particular poor alignment of a record deck head-shell or a poorly aligned tape head can deliver unbalanced signals.
Having said that I never messed with the two stereo channels separately when I was transferring my tapes and LPs - but then I did have the tape deck professionally serviced and I took great care in setting up the record deck/cat/arm/cart

On the topic of accuracy levels/nos. of significant figures - I don't think we have resolved this issue.
I just looked at Amplify and its "accuracy" levels just look daft to me (2.1.2 r13dbaf1 17-aug-15) - move the slider and I see 4 digits after the decimal point !

The issue here affects all effects and is to do with how we validate user input.
I think that this specific feature request has been dealt with in the best way we can for now, so this FR can be archived.
The broader issue of how we validate and display numerical input is something that we might like to address on the QA list, though I doubt that any developer will have time to tackle the issue until after Audacity 2.1.2 is released.
