I think that the following slight change to the current behaviour would provide equivalent functionality:
"Tracks > Add New > Audio": Inserts a new track below the currently selected track, or adds a new track at the top of the project if no tracks are selected.
(When working with large projects, always adding new tracks to the bottom has always seemed to me to be the least convenient place to put the new track).
Pressing "Record" would still create a new track at the bottom, as now.
There are related long-standing Feature Requests for a Preference for placement of new tracks.
- Placement of new tracks: (13 votes)
- At top (6 votes)
- Underneath selected track(s) (7 votes)
- Mixed and Rendered tracks placed at top of project (8 votes)
I assume the people voting for "top" want that even if there are selected tracks.
However the feature worked, OP would append-record (SHIFT + R) having created the new track in the required position.

Steve,
your idea of Tracks> Add New> Audio is the solution.
Why 100 tracks? Captivate, iSpring, etc. when building online training from slides, all require individual audio tracks for each slide ( a continuous track would be an project timeline editing nightmare). Audacity does that wonderfully by creating new tracks and numbering them on the output. Plus it allows the speaker to get going at a good clip (without having to name every single track). Its just record, review, if ok, hit END, record, review, hit END, ...
On top of that, we want between 1.25 and 1.5 seconds run in and out for each track. Having individual tracks allows us to scan the project and visually assess if any are out of whack just by comparing the size of the track space.
Of all the tools we have tried to do this, Audacity's process works the best. We're sold on it. The ADD NEW would be nice, but we can live without it.
Are you involved in Audacity development? Or should I submit this idea as a feature request? (as your described it)

I've contributed a few small patches but I'm not an official developer and my C++ skills are still quite rudimentary,
Topics on the "Adding Features" board stay here for about a month to provide ample opportunity for people to state their views before being transferred to the Audacity wiki.
The suggestion is already partially covered by the related long-standing Feature Requests that Gale mentioned, so it may be appended to that proposal rather than as a new item.
