Project window in program vs. in manual
When you start up Audacity 2.1.2, the project window does not have the same layout as it does in the Help. This can be quite confusing to new users (or returning users like me).

Looks the same to me.
Check your Audacity version in "Help > About Audacity".
Which manual are you looking at? This is the on-line version: http://manual.audacityteam.org/

If you have customised the layout at any time, you can reset the toolbars: "View menu > Toolbars > Reset toolbars"

Well that image was created on my W10 laptop with Audacity default settings.
The only changes were the window moved inwards from the right a little to reduce the image size a tad and a similar squeeze at the bottom. Plus I added the stereo audio track and the label track. And Bill Wharrie added the blue numbers to index the image (plus he made it into a very clever imagemap) that you can drill into for detail on the various elements.
All the Toolbars should be in their default positions.

The version has changed, it seems
I found the problem: my configuration files came from a slightly older version of Audacity. I'm running Kubuntu 14.04, and I assumed that I had the latest version of Audacity since I had downloaded it from the official Ubuntu repositories. A few versions back, the recording meter and playback meter were both on the same line. I suspected that there was a version problem, so I downloaded 2.1.2 from the Audacity repository. Though I had the latest Audacity, I still had the older configuration files since the download didn't replace them.
I deleted my configuration files, restarted Audacity, and now everything is in sync.
