How do I get rid Bad Humm in a recording from phone recordin

I have received a number of recordings from a person that records their voice on a mobile phone. For a language lesson but when I Play it it has a VERY bad audio High pitched Hum in the background. Don't know how to eliminate it.

Also to slow the recording down to learn a Chinese Language. Is there an tips on that

Please post a short sample. About 5 seconds in WAV format would be perfect, then we may be able to suggest ways to reduce the noise.
