I am trying to isolate voices in the background of a recording. So far I am moderately successful, and I mean that I have been able to reduce the noise slightly. Still not able to understand what is being said. Would anyone be able to take a look at this recording and see if they can put their expertise to work and pull more of the dialogue from the recording.

You probably can't attach the recording because the forum only allows a couple of seconds of WAV format.
And we probably can't rescue your work. The Audacity filter tools only work when the voice or performance is clearly audible and the lead voice in the show. We can't do "CSI" TV show-style miraculous rescues from trashy recordings.
Are you trying to rescue a Cellphone recording? Cellphone Personal Recorders do not capture the far side. If you have anything at all, it's leakage from the speaker to the microphone through the cellphone case and there's never enough there to rescue.

Thanks. It is a cell phone recording. Seems that if the background noise could be silenced the dialogue could be tweeked to an understandable level.

It seems that way, yes.
Our tools require that you be able to recognize the voice. If you can't do that up front, then that's the end of the story.

You could try Effect > Equalization > Telephone filter. That one is brute force and doesn't depend on anything else.
