Audacity 2.3.2: crash on attempt to export OGG with bad sample rate

Hello!

My friend on Windows 10 have found a bug: when try to export an OGG file with too high sample rate (384000), the crash will happen after "Export is impossible" dialog. I know that OGG Vorbis supports 8~192 Khz rates, and the given sample rate is impossible for OGG Vorbis. I have tried (I use Linux Mint) to make a dummy file and try to export it with the same sample rate value, and I see the same crash happens after "Export is impossible" dialog.

At the same time, I have a small suggestion related to this: Instead of an odd "Export is impossible", notice user that an incorrect sample rate was given and suggest to change it or ask to change it now into nearest edge sample rate to continue the export or abort it.

Yes, it is, that I have wrote is my translation from Russian "Экспорт невозможен".
