i downloaded the LADSPA plugin and when i went to enable it , a message pops up on my screen saying it has failed to register

I would recommend avoiding LADSPA plug-ins. Most of them are ancient, and there are better alternatives for most.
Which version of Windows, which version of Audacity (look in "Help > About Audacity") and what effects are you after?
