In Sierra, if I want to close a project, I choose Cmd+W

A pop-up appears asking: "Save changes to..."

The "Yes" button is selected by default,a nd I want the ability to press Tab and cycle through to "No" so hands don't have to leave my keyboard!

That works for me, but note that to "press" the selected button you have to press "Space" (not "Enter").
This is the normal behavior on Mac (as can be seen in Apple's default text editor "TextEdit").
