How do I activate the AGC?
Automatic gain control. I want to regulate lows and highs to be closer to a median volume.
Is there a reason why these text boxes are almost invisible until I mouse over them?

Yes, here in this web site. When starting a new message, I do not see the borders of the text boxes until I randomly move the mouse around that they eventually show. Even the editing options look as if they are all disabled even though they work,

Still a bit fuzzy. Audacity doesn't apply effects, filters or corrections during recording.any response to my question about the AGC?
That and Audacity doesn't have AGC unless you added it. A number of people use AGC to signify "do what you need to do to fix it" rather than Automatic Gain Control, its real name.
Chris's Compressor is not a bad post-production "fix everything." It needs to be installed.

I use it with the first user variable, Compress Ratio boosted from 0.5 to 0.77 and it simulates a broadcast compressor.
That and there's one bug. It's a look-ahead compressor and doesn't like "falling off the end of the show." So make sure your show is longer than it needs to be and cut off the extra when you're finished.

Interesting program but my need is to have hourly broadcasts balanced because they come in at varying volumes relative to each other. Since the system is left unattended for hours at a time, I come back to see that one hour is totally overloaded while others are extremely low. It is as if these web sites have never heard of a Dolby tone.
I wonder if I can build a TSR program to do it.

If you can't do it in post production, and Audacity doesn't do anything in pre-production, that lets us out of the game.
Who's producing the work? ACX Audiobooks company has published technical standards for submitting work. They're cousins to broadcast standards. They send your submission to what we affectionately call "The Robot." If it doesn't pass Peak, Loudness and Noise, you get a nice rejection note explaining what they found wrong. Audacity has a simulation for that test so you don't have to keep repeatedly submitting to them as you work your bugs out.
If your company engineered itself into a position where you can't do that, then that's an interesting problem.
Post back when you figure a solution.

Actually, there is a podcast sound standard, but it's a good deal more scrambled and disorganized than "legacy" and broadcast. Audacity has no published corrections and processes to get there.

Your computer OS may have a magnifier engaged, which follows the cursor.
If that's the case it will occur on all programs : web-browser , audacity, word-processor, etc.
