As mentioned in my post above, I've checked that the 2015 C++ version is installed. And both the zip and exe versions of 2.3.0 were downloaded - but no joy ...
In your extracted ZIP folder, create a new empty folder and name it exactly "Portable Settings" (without quotes), then try running the audacity.exe.

Sorry I didn't get back earlier - had hard disk corruption issues, only just recovered my laptop's working again yesterday.

Strange behaviour ... reason ??

There's some problem with at least one of the old Audacity configuration files on your computer. There are 3 configuration files, and most likely the problem is in one of the first two:
audacity.cfg
pluginregistry.cfg
pluginsettings.cfg

When you add a "Portable Settings" folder, Audacity looks for its settings there rather than in the AppData folder. If the Portable Settings folder is empty, then Audacity will create new configuration files with default settings. This means that each version of Audacity can have its own settings, and it is easy to reset Audacity back to defaults by simply deleting the above 3 files.

If you could post the original audacity.cfg and pluginregistry.cfg files (they will be in "Users\<username>\AppData\Roaming\Audacity\") then I could take a look to see if I can see what the problem was.

Thanks for the feedback!

Okay, I'm doing some detective work at the moment: 2.2.2 has no problems at all with the old cfg files, but 2.3.0 does the dead bug thing. By rotating in the 'bad' cfg files one at a time, I see that 2.3.0 is initally happy with the old audacity.cfg, but then freezes if I attempt to change preferences. And still crashes on startup with either of the old plugin cfg's.

I have quite a collection of effects plugins, and this would seem to be the underlying problem. So I'll work through the items, and see what turns up.

Okay, something more serious seems to be a problem ... just tried to do some real work in 2.3.0 - and it's stuck in deep mud! Tried altering the units used for the selection boxes, and you could see each, painful, update of the screen in that area - one ... by ... one.

Will check other recent posts here, if I can see something that might gives me clues.

Can't see other posts with any clues - to give 2.3.0 another chance, deleted all files, and again unzipped from the portable download, and added empty Portable Settings folder. Same story - watched CPU activity while starting program, and while interface laboriously was drawn, CPU was running at 90% - and settled back to normal when finished. Changed the units on the Selection box, and CPU went back to 90% for some seconds, while the interface was redrawn, sloooowly.

No point in using or otherwise testing this version until I get some idea what's going on - can't see any similar issues with any other programs I'm using.

Let me know if I can look at other, WIndows 8.1 Enterprise, system parameters to get ideas - thanks!

An old single core processor?
What's the full specifications of your computer (hardware and operating system)?

Can you see which process is flogging the CPU? Is it "MsMpEng.exe"?

Intel Core 2 Duo CPU T5870 @ 2 GHhz
Ram: 3.00 GB
Windows 8.1 Enterprise, 64-bit OS x64-based processor

dwm.exe is the culprit. It and Audacity run at about 40% each while starting, and changing the setting mentioned above. By comparison, 2.2.2 peaks at 17% for single update of Task Manager, at highest refresh speed.

More info. Trying to change preferences, the app apparently locks up. In Task Manager, dwm.exe and Audacity are again hogging the CPU at the levels mentioned in previous post - I kill Audacity to resolve this.
