Can I direct audacity output to an airplay device like an airport express? I select the airport express in System Preferences>Sound>Output but nothing happens.

Audacity doesn't stream. It will play to your headphones or any other playback device, or it will send a file. Very few other options. If the airport express device "looks like" a speaker, then it should work. If airport express is expecting to be able to turn the playback on and off or control it in any way, chances are really good that's not going to work. Audacity won't accept control like that.
Apple (upper left) > System Preferences > Hardware > Sound > Output. Does airport express appear as a device? I'm betting not.
