These two effects don't change the volume of the waveform from 32.56 to 58.39 on the second track, the audio signal is mono, coming from a cassette reader

AUP is not a sound file. It's an Audacity Project Manager and a small fraction of the actual show.
Both Amplify and Normalize act on whatever part of the show is highlighted or selected. Select the first track by clicking just above the MUTE button and then hold Shift and select the second track.
