changing amplification default value

Hi:
In the "Amplify" effect, the amplification is set by default to 10.7 dB. Is there a way to change it (not on a one time basis; actually change the default value)?

Amplify is set by default to so as to amplify to the maximum amount possible without distortion. So if you use Amplify on a very quiet track it will offer you a much higher amplification.

To set the volume of a track to a pre-defined level irrespective of what level it is now, use Effect > Normalize:
