Noice Reduction doesn't work / Please help me to fix this audio

Hi,
I want to remove background sound from audio file, and I tried to do this as many times before but it doesn't work.
When I select sample and open Noise reduction all parameters are 0 (PrtScn is attached).
Do you know what is the reason for this?
Also, I'm adding sound sample from which I want to remove hum back noise, so if you know any other way to do this I would really appreciate your help.

Can you move the sliders for the three noise reduction parameters, or type values into the boxes?

Just listened to the audio you are trying to fix. The problem is room echo. That cannot be fixed using the Noise Reduction effect.

Yes, I can move sliders, but it's on 0 and it's not possible to lower it.
Do you know any other way to reduce echo?

The minimum value for the parameters is 0. See
this manual page.
No, I don't know of any way to remove the echo/reverb in your recording.

Echoes are very difficult. Echoes are your voice bouncing from walls and arriving at the microphone slightly later than the main voice or performance. The sample sounds like it was made in a hall or other large room, but any room with hard, shiny walls like a bathroom or kitchen will do it.
The job is removing the voice from itself. There is no "noise."
If you find a way to fix this, post back.

I got this to work once on a test sound file.
Look for a simple, clean echo in the dialog. I chose 7.65 seconds to 8.25 seconds. Ideally, the performer would clap once just before speaking. You may have seen some musical performers do that. They're doing it for sound sync, but that's not the only thing it's handy for.

Effect > Noise Reduction > Profile.
Then select the whole file and Effect > Noise Reduction: 15, 6, 6 > OK.
It won't get rid of the echoes, but it will suppress the "thick, full, fuzzy, cottony" sound. It will also get rid of a bunch of the background hisss.
I think that's the best we can do.

Just for the record. How was this recorded (if you know)?
I've seen people in the back of a lecture hall trying to record a presentation. I expect it to sound just like this.
