Audacity is recommended for languages studies.
I downloaded Audacity 2.1.1 on my MacBook MacOS High Sierra 10.13.6.
I cannot get the Menu line (File, Edit,...).
What is the problem?

The current version of Audacity is 2.4.2. It is available via the Audacity website: https://www.audacityteam.org/download/mac/
I'd suggest that you completely remove your current version, and install the official release version.
Like other apps on Mac, when Audacity 2.4.2 is the front window, the menu is at the top of the display.
