Cannot find "Vocal reduction and isolation" under effects.

I am using macOS sierra and have audacity version 2.1.1 and cannot find the "vocal reduction" effect, is there a plug in I need to download?
First, consider upgrading to Audacity 2.4.2.
Second, you may need to enable the effect using the Plug-ins Manager.
