Open With from Finder only works when Audacity inactive

Help for Audacity on macOS.

Please state which version of macOS you are using,
and the exact three-section version number of Audacity from "Audacity menu > About Audacity".

Audacity 1.2.x and 1.3.x are obsolete and no longer supported. If you still have those versions, please upgrade at https://www.audacityteam.org/download/.

Open With from Finder only works when Audacity inactive

Audacity 2.3.3
MacOS Catalina 10.15.1

This worked in previous MacOS versions; I can't figure out why it no longer does.

Start without Audacity running
From a finder window, bring up the context menu on an audio file
Select Open With
Choose Audacity.app
Audacity starts
The file is loaded

Do not shut Audacity down and try the same sequence.
The second audio file does not get loaded.

Previously a new Audacity window would have opened with the second (and subsequent) file loaded.
