Sliding tracks up & down a timeline

Using Mac OS 10.14.6 (Mohave) and Audacity 2.1.3
This seems like a basic function that should be easy and intuitive to figure out, but I've been unsuccessful.
When mixing a multi-track session, I can open multiple (previously recorded) audio tracks and then move them ONCE to the general area in the timeline where I want them. But once I've done that, I can't figure out the shortcut key(s) or commands I need to allow me to continue to slide them further up or down the timeline to "tweak" exactly where I want them to be heard. I know I'm missing something obvious but can't find it.

Select the track by clicking just to the right of the up arrow (on the left of the track).
Then use the Time Shift Tool (two sideways black arrows), click inside the track and push.
The current Audacity, 2.3.2, has a SELECT button on the left.

For moving a whole track up / down as you described koz, you don't have to use the Time Shift Tool. The track can be dragged up / down whichever tool is currently being used.

Just so we are sure that we are all using the same words - the "Timeline" is the horizontal ruler at the top of the panel where the tracks are (

Dragging an audio clip left / right, requires the Time Shift Tool. Note that if there are multiple audio clips on a track, an audio clip can only be moved left / right if there is empty space for it to move into. See here for more info:

For moving a whole track up / down as you described koz, you don't have to use the Time Shift Tool. The track can be dragged up / down whichever tool is currently being used.
Are you changing the order of the tracks top to bottom? I thought the poster wanted earlier and later adjustments. That's Time Shift.

I wasn't sure from the original question, hence giving both answers (Up / down, drag from the track's info panel. Left / right, use the Time Shift Tool).

Big thanks to Steve and kozilowski. I'm gradually figuring it out -with your help. I was indeed talking about moving tracks up and down a horizontal timeline.
