The recording I imported is unbalanced, and I wish to increase the level on track 1 to match track 2. I don't see if there's a way to select only 1 of the 2 tracks to edit. Is this possible?

Yes.
There is a drop-down menu to the left of the track. Split Stereo track. Use that one of the two if you intend to jam them back together later.
When you're done, Select the top track > Menu > Make Stereo Track.
