Respected specialists! I've installed the LADSPA_plugins-win-0.4.15. Some effects were added to list. Where can I find the list of LADPSA plugins with a description of how to use them?

Be careful with the LADSPA plug-ins. They are ancient 3rd party plug-ins. Many are buggy, and they have not been updated in many years. We have recently been discussing retiring these plug-ins for those reasons.
