Something for you all to try:
- Download the ZIP version of Audacity 2.3.0 from: https://www.audacityteam.org/download/windows/
- Extract the ZIP archive somewhere convenient (for example, you "Documents" folder)
- Open the extracted folder and you should see a file called "audacity.exe", some other files and some other folders.
Create a new folder in the same location as the "audacity.exe" file, and name the new folder "Portable Settings".
- Create a Desktop link to "audacity.exe"
- Double click on the Desktop link to launch Audacity.
You should see the "Welcome" screen.
- DO NOT add any plug-ins to this version of Audacity at this stage. Just try using it and check if it is working correctly and let us know the result.

I think that I have found some kind of solution for that problem with plugins in Audacity version 2.2.2 and 2.3.0. So my workaround for this issue was just making reinstallation of operating system from a usb drive.
I did this because I was suffering from other some weird issues on my PC for which I couldn't identify the cause. My OS is Windows 10 and I created an installing drive of that system on my usb pendrive and then I performed reinstallation of it. After that I installed Audacity version 2.3.0 on my PC and pasted some vst plugin files, which are supported by Audacity, to the default directory for plugins in this program. Then I opened Audacity, entered into plugin manager, chose some newly installed plugins and confirm my selections. Surprisingly, I noticed that everything was working COMPLETLY WELL! I didn't receive any notification about any kind of errors or anything like that.
I know that my solution isn't the most elegant way for dealing with that problem, but it was effective (at least for me). So maybe the real cause of that problem with plugins in recent versions of Audacity is not on the side of the program itself, but rather on the side of OS installed on a computer. I don't really know, maybe the developers of Audacity will know more about that. But as I said before, for me the problem is SOLVED.

That's a rather drastic solution, but I had to do the same recently on a Windows 10 machine because a failed Windows update totally trashed its ability to boot up. Pleased to hear it is now working for you. Thanks for letting us know.

Fwiw, I too found this problem. I installed 2.2.2 on a new machine, and added several new plugins. When I went to enable them, I got this error with (as I recall fairly accurately but did not record so might not be 100% right) Marvel GEQ and Ozone Imager.
Just now added Sibilance CM (thread
here) and got the following error.

As usual I expect it will work anyway. But of course there is a concern there will be problem, perhaps quality issues, and I won't find out about them until later. So would be nice to track down and resolve, if only for 2.3.X.

Here is the solution.
Everyone that is having problems is downloading the 64 bit version of the addon. but in fact Audacity is only available in the 64 bit version for Linux. So all you need to do is go back and download the 32 bit version of Gsnap or whatever it is you are trying to load and it should work just fine..

That is not the problem described in this thread. They are talking about reinstalling the plug-ins that they were using successfully in a previous version of Audacity. The problem was reported as solved in this post:
