learned how to do a batch converting using chains,
BUT when choosing a .wav as the file format to save as, is there any way to choose the quality level ie: sample rates etc.?

Re: Batch Converting
If you only want to batch convert formats, there are better programs to use. However, to answer your question directly, when exporting with a Chain, Audacity will use the same export settings as were used the last time that it exported in that format. For example, if you want to export as 256 kbps CBR MP3 in a Chain, then before running the Chain, create a small 'dummy' project and export as 256 kbps CBR MP3, then restart Audacity and run the Chain.
