Audacity 2.xx
This is the error message, "Error while opening sound device. Please check the recording device settings & the project sample rate
sample rate is 44100 on audacity."
Help please, how do I track this down

I've seen similar problems reported before and I don't remember what the fix was, but I'm pretty sure it's NOT the sample rate...
What have you selected as your recording & playback devices?
You might try all 3 audio hosts (WASAPI, DirectSound, and MME) to see if one works.
Did you change the default latency/buffer settings?
Did you upgrade to Windows 10 (so maybe you don't have the proper Win10 drivers) or did the computer come with Windows 10?
