It looks like Audacity can't link to any external applications.
I bet that MP3 export doesn't work either.

No, unlike these effects, mp3 export normally passes. Please, send a normal version, in which all effects work.

This version is also no good. The effects work, but very slowly, more slowerly than before. Please, correct.

You've not given enough information for us to begin analyzing your problem.
Please give precise details, including comparisons with the same files on the same hardware with Audacity 2.1.3 release version.
Also, please give details of your equipment.

No, I'll wait for the version on the old nightly builds site, when it's released. And now it's useless, nothing happens.

I don't think there will be any more nightly builds on that site. The nightlies were planned to be moved to FossHub before the old site went down, but that didn't happen due to the guy doing it going into hospital.

The official release version is the supported version and recommended for production use: http://www.audacityteam.org/download/windows/
