Formatting Audio

How do I change the format to: 11.025 KHz sampling rate, 8 bit μ-law, mono?

I see where I can change the KHz rate and mono, but I'm lost 8 bit μ-law.

Please always tell us what version of Audacity you are using (all three numbers, see the pink panel at the top of the
page).

Choose "Other uncompressed files" when you export, then in the dropdowns underneath, choose WAV (Microsoft) Header and U-Law encoding. Choosing U-Law encoding gives you 8-bit. If you don't see the dropdowns that means you are using an older version of Audacity, but you can click the "Options..." button to show the header and encoding choices.
