EQ

I am using Windows 10
I have no idea which three section version I'm using
I simply downloaded audacity some months ago and I use it all the time
1st question
The manuals and such hint at a simple downloadable EQ only I can't find it.
2nd question
Audacity returns me a stereo .wav file.
Is there some way I could have a mono .wav file returned to me?

Audacity should produce a mono WAV export if all the work on your timelines is mono and you have all your track pan controls centered. Are they and do you?
You can change the character of single blue-wave tracks with the drop-down menu from the little black arrow to the left of the track. Mono is one of the options.
If you have a stereo show in the production, you can convert it to mono by selecting it (click just above MUTE) and Tracks > Stereo Track to Mono.

There are free EQualizer [VST] plugins which work in real-time if you use the latest version of Audacity,

If you go to audacity preferences you can set preference to record as 1 channel (mono) or 2-Channel (stereo) ...

My Audacity 2.1.2 appears to export a mono WAV from a mono timeline even though my device toolbar says stereo.

Yes the channels settings in the
device toolbar is a setting for the number of channels to produce when
recording.
