I've been using Audacity 2.1.2 with Windows 10 for weeks now with no issue, however I sat down to record some audio with my normal set up and Audacity simply wouldn't record, I clicked the record button and got zero movement from my soundbar. I would appreciate any help that I can get. Below I've also posted a silent video that shows the issue, if I can provide more information to help just let me know.

Before we get that far, what are you recording? Disco Mixer setup? Microphone?

Everything looks OK, so you're right out of my world. I'm not a Windows elf. We know there have been problems with Windows telling applications and drivers little fibs that cause recording errors.
You should go into Windows setups and make sure they're handling the hardware OK.
The error you got was starting a new recording while the first one was confused. It payed attention to the overdubbing settings at the wrong time.
You don't have to go into full record. You can right-click the meters > Start Monitoring. They will wake up and monitor the sound for as long as you want without making a recording.

I would just do a cold boot to renew all the computer's resources. Windows key, click Power, hold SHIFT and click Shut down.
