Include more.

In mono (one blue wave), you can go as far as 20 seconds before the forum will stop you. Try to include a portion of the speech with a gap or pause.

If you can't decipher the speech enough to find the pauses, that's the end of the story. We're done.

I used the area from 14.9 to 15.36 as the Noise Reduction Profile (Noise Reduction first pass). Then I applied reduction to the whole clip at 18, 6, 3. If I go much more than that, the voice is going to start turning to bad, bubbly cellphone voice.

The clips have an unusual noise problem. If you carefully listen to the clip, multiple passes, the noise during the voice is different from the noise between words. It's almost as if some processing is already applied. The upshot of that is I will never get a good noise profile and the noise processing will never be very good.
