The update from 2.1.0 to 2.1.1 led to the loss of some keyboard shortcuts. In my case of: 'Normalize' and 'Add silence'. No big deal as I re-added them manually.
OS: Windows 7 SP1
(Exactly the same problem occurred on my second machine with OS X 10.10.4; I didn't cross-post it in the Mac OS X forum.)

Starting from a clean audacity.cfg in 2.1.0 on Windows 7 x64, I cannot reproduce that. I assume you mean Generate > Silence.
Does your audacity.cfg still show
