I have answered that twice already, in great detail the second time. Please read it. You will have to experiment with changing the host (and crucially, making the correct choices dependent on host in Windows as I described) and/or increasing the "Audio to buffer" in Audacity's Recording Preferences.

Does Juli have a control panel with buffer settings? Please check.

I know it's frustrating that it just worked in Audition and does not in Audacity, but I strongly suspect Audition's ASIO support is the reason. You may have to be prepared to dig around in Windows and any Juli control panel that there may be.

Please only download Audacity from this address http://audacityteam.org/download/windows.

I changed the settings back to 44.1Khz tried MME and the other two options, changed line to stereo mix to mic inputs in the 'box and no signal showed. I tested with Audition and the signal is coming into the computer.
Yes you do have to choose input in Audacity, unless you choose "Microsoft Sound Mapper - Input" (for MME host) or "Primary Sound Capture Driver" (for Windows DirectSound host) in which case you will record from whatever is the current default Windows recording device.

Look to see if there is a buffer setting in Juli. If so, increase it.

If that does not help, try 200 or 300 ms in Audacity's Audio to buffer.

If that does not help, set Windows Default Format for whatever Juli input this is to 44100 Hz and restart Audacity.

I know you don't want 44100 Hz but let's get that working first.

Finally- I set the buffer in audacity to 300 as there is no buffer setting for [email protected] (and man I've looked everywhere online and into the depths of the machine) and the recording in default of 44.100 and MME in fact doing nothing to the settings or the software than the buffer and line in for the input.
The recording sounds fine (such as that is) so what's next?
If this is all just a buffer issue should I just try to increase sample rate set by step or is there something else to try?
Jay
And thanks for the help so far, I know how irritating trying to fix something without hands on or knowing the skill level of the 'other' person can be.

OK. Feel free to increase the Audacity project rate to 48000 Hz, then 88200 Hz, then 96000 Hz and see what happens at 300 ms Audacity buffer.

Does Juli have sample rate settings in its control panel, or does it have a control panel at all?

I am still going to say that if you want to use MME host you should set Windows Default Format to the same project rate as you choose in Audacity. That is just proper practice that reduces the amount of conversion going on.

Gale (and clan) thank you for your perseverance, turns out that yes MME was the second part of the problem. As for the control panel for the soundcard- when it was originally issued there was a device manager window for it. That was in win95 and the card was reinstalled twice and even though it was installed in this current machine by the people who sold me the card originally in win7pro-64 it does not exist. I may be able to download it from somewhere but the manufacturer is no more and the Company has been bought and sold at least once (I think).

So I'm glad this now works and I can delve into the workings
Thank you all especially
Gale

In case it helps anyone else who has this device, was the solution to stay with MME and change Default Format, or to change to Windows DirectSound or WASAPI host?

If you are using those other two hosts you may find you can get away with a lower "Audio to buffer" setting in Audacity, but if you are not overdubbing that probably doesn't matter - stay with a reliable setting.
