I am using Windows 8.1. My mic is a Blue Snowball, which I have set as my default recording device. I have Windows DirectSound set as my audio host. My audio to buffer is 100 milliseconds, and my latency correction is set to -130 milliseconds. Based on basic math, the problem is obvious. However, I have tried adjusting those numbers to add up to more than zero, but my recording bar still gets stuck at the beginning without recording anything, and I often get this error message:
"Latency Correction setting has caused the recorded audio to be hidden before zero.
Audacity has brought it back to start at zero.
You may have to use the Time Shift Tool (<---> or F5) to drag the track to the right place."
I have tried doing what the message said to do, but it didn't work.

With Audacity closed, look in the Windows Sound Control Panel and ensure that the Blue Snowball is working (green bouncing meter in the Recording tab).
Then open Audacity and try setting "Host" : MME, Buffer : 100 ms, latency correction : -130 ms. and the recording input set to the USB mic.
