That looks OK.
I'm not able to reproduce the problem here. Do you always get that message? Does it ever work?
Where did you get that version of Audacity from? Did you build it from the source code?

Download from the page:

Then extract from the archive, send to used folder, install lame, as usual, it normally works, except this effect. I didn't use this effect before. Is it certainly to locate the program in Program Files(x86)? What does it mean "build from the source code", I don't know.

I've tested the Dec 22 build from
http://gaclrecords.org.uk/win-nightly/ and I can't reproduce the issue.
While Audacity is closed (shut down), open the folder that contains the "audacity.exe" file, and create a new empty folder (in the same directory as the "audacity.exe" file).
Rename that new folder "Portable Settings" (without quotation marks).
Now start Audacity. You should see the "Welcome" screen.
Generate some "noise" (Generate menu), switch to the Spectrogram view, make a spectral selection and apply the "Speсtral edit multi tool".
Does the effect work?

Yes, I get. One more question, can I apply the effect "Low pass filter with Q" for cutoff frequency greater, then pointed maximum 10000 Hz? For example, 15000, 16000...

Try this:
1) Open Audacity
2) Generate 30 seconds of "white noise"
3) Change the track to the Spectrogram view (the track is selected)
4) Make a spectral selection from about 4 kHz to about 6 kHz
5) Apply the "Spectral edit multi tool"
6) Open "Analyze > Plot Spectrum"
You should see something similar to this:

Yes, but must be less than the "Nyquist frequency" (half the sample rate).

I can't apply it for this message! Please, send screenshot, which must appear after clicking "Spectral multi tool edit", when the effect works correctly. Thank you for the answer about Low pass filter!

Please try this version. Copy it into the Audacity plug-ins folder and restart Audacity. When installed it will appear below the other "Spectral edit multi tool" as
"Spectral edit multi tool 2..."
The slider control on this version does nothing, but it allows us to access the "debug" button.
When you run it, click on the "Debug" instead of the "OK" button.
After running, a "debug" screen should appear that may contain useful debugging information. Please copy and paste any text that appears in the debug screen into your reply.

Then, press "OK" and now apeears (screenshot2):
